• Movies OK faced 24-hour closure for telecast of adult film earlier this month

    NEW DELHI: The transmission or re-transmission of the Movies OK channel was stopped for one day on any platform throughout India from midnight 2 May to midnight 3 May for telecast of an ?Adults only? certified film during late afternoon hours.

    The action was taken by the Inter-Ministerial Committee under sub section (2) & (3) of Section 20 of the Cable Television Networks (Regulation) Act 1995 and under paras 8.1 & 8.2 of the guidelines for uplinking from India.

    The channel had screened the film "Dil Jale? on 18 June last year at 18:12 hrs, displaying ?A? certificates given by the Central Board of Film Certification.

    In reply to a show cause notice, the channel claimed that it had actually shown the U/V certified film but shown the ?A? Certificate by human error.

    After hearing the channel representative and seeing the tape submitted by it, the Committee was of the view that the argument ?does not hold water and is misleading? as the U/V certificate did not appear anywhere.

    It was pointed out that the IMC has the powers to suspend the permission of uplinking granted to a company for a period of 30 days in the event of first violation, for 90 days in the event of second violation, and revocation of permission of the company and prohibition of broadcast up to the remaining period of permission in the event of third violation.

    NEW DELHI: In a stringent action, the Inter-Ministerial Committee prohibited the transmission or re-transmission of the Mahuaa TV channel for one day on any platform throughout India from midnight 28 April to midnight 29 April for telecast of ?Adults only? certified films during afternoon hours.

    The order was issued sub section (2) & (3) of Section 20 of the Cable Television Networks (Regulation) Act 1995 and under paras 8.1 & 8.2 of the guidelines for uplinking from India.

    The channel had screened the films "Aulaad" on 19 July last year at 13:30 hrs and following it up with ?Ek Aur Kurukshetra? on 30 August at 13.29 hrs, displaying ?A? certificates handed by the Central Board of Film Certification.

    In reply to a show cause notice, the channel apologised for the error and said this was the first time such a thing had happened since the channel was set up in July 2008. The channel was also permitted to make a presentation before the Committee.

    It was pointed out that the IMC has the powers to suspend the permission of uplinking granted to a company for a period of thirty days in the event of first violation, for ninety days in the event of second violation, and revocation of permission of the company and prohibition of broadcast up to the remaining period of permission in the event of third violation.

    Commenting on Fusion 2013, IMC President Niranjan Hiranandani said, "This year the conference gets bigger in scope and scale. There will be dedicated B2B exhibition space that will provide a platform for product and service providers from the connected industry to interact with the right target group in a productive environment."

    Key issues identified during the Fusion 2013 conference together with suggestions and outcomes from different sessions will be collated for taking up at appropriate levels.

  • Super Sports Group secures broadcast rights for EPL

    MUMBAI: The Premier League said it has awarded Super Sports Media Group the exclusive live audio visual broadcast rights for all 380 English Premier League matches per season for seasons 2013/14-2018/19 in mainland China and Macau.

    "We have worked with Super Sports Media Group for the last two years and are extremely pleased to extend our partnership until 2019," said Premier League chief executive Richard Scudamore.

    Super Sports Media Group board member Jianguang Li said: "The Premier League has developed a profound understanding of the sports broadcasting market in China and we are very pleased to have formed this long-term partnership with them. This agreement demonstrates the Premier League?s strong commitment towards China and Chinese football fans. It will further increase the Premier League?s profile in China and give them the opportunity to make it one of their fastest growing markets."

    Recently, the Premier League has awarded rights to NBC Sports Group in USA, Sportsnet & TSN in Canada, International Media Content Ltd. (IMC) in Caribbean, SuperSport in South Africa, Nigeria, and Sub-Saharan Africa and BSkyB and BT in UK.

  • Govt rules out establishment of broadcast regulator

    NEW DELHI: The Government has reiterated that there is no proposal to set up a Broadcast Regulator in view of the self-regulatory mechanisms set up by the news and general entertainment channels.

    Information and Broadcasting Ministry officials also confirmed that the existing regulatory framework in the Cable TV Networks (Regulation) Act 1995 is adequate.

    In fact, the Ministry has made it clear to the Indian Broadcasting Foundation that the Broadcast Content Complaints Council set up earlier this year and the IBF‘s Content Code and Certification Rules should follow the existing Codes under the Act.

    Senior Ministry officials have also said there was no proposal at present to scrap the Broadcast Services Regulatory Authority Bill as the government would want to see how self-regulation works.

    The officials also told indiantelevision.com that the Inter-Ministerial Committee which suo motu examines issues or hears complaints received from the viewers has recently been re-constituted with the addition of the Joint Secretary in the Consumer Affairs Ministry after the Prime Minister had asked that Ministry to check misleading advertisements.

    The IMC will also examine any complaints forwarded to it by the self-regulatory bodies of the news and general entertainment channels.

    As far as radio goes, it would be guided by the policy guidelines for FM Radio Phase III announced by the Government.
