    NEW DELHI: Rajiv Takru, until now Additional Secretary in the Information and Broadcasting Ministry, has been transferred to the Department of Health and Family Welfare as Additional Secretary and Financial Adviser.

    The appointments Committee of the Cabinet (ACC) has approved the appointment in place of Ravinder Kumar Jain, IAS, on his relinquishing the charge of the post.

    Takru, an Indian Administrative Officer from Gujarat Cadre from the 1979 batch, had on 13 October 2010 assumed charge as Additional Secretary in the I&B Ministry in place of Uday Kumar Verma, an IAS officer from Madhya Pradesh in the 1976 batch, who came back to the Ministry early this year as Secretary.

    Takru also held charge as CEO in Prasar Bharati when then CEO BS Lalli was suspended on corruption charges, until new CEO Jawahar Sircar tool over earlier this year.

    Prior to his appointment in I&B, Takru was Director General of National Institute of Fashion Technology under the Ministry of Textiles.

    Takru has served in various capacities at both the Centre and State in various Departments/Ministries such as Defence, Textiles, Finance & Revenue, Commerce, Urban Development and Tourism.

    A graduate in mechanical engineering, he also served as Deputy Director at the Lal Bahadur Shastri Academy, Mussourie during the period 1988- 1992.

  • Mismatch in figures on outsourcing Commonwealth Games: Parliamentary Committee

    NEW DELHI: Prasar Bharati and the Information and Broadcasting Ministry appear to be getting into murkier waters with their justification and replies to Parliament relating to award of coverage of the Commonwealth Games 2010 to SIS Live which in turn outsourced it to Zoom Communications.

    In an action taken report presented to Parliament around 18 months after the Games got over, the Parliamentary Standing Committee for Information Technology which deals with I&B Ministry said it wanted to be informed about the reasons for the ?mismatch in the calculation of the cost estimation at various stages?.

    Shunglu assumptions on profits based on wrong premise: Ministry

    Interestingly, the Ministry says that the report of the High Level Committee constituted by the Government under V K Shunglu based on the premise that SIS Live had outsourced the work to Zoom Communications for Rs 1.77 billion and the two entities made a profit of Rs 1.34 billion (Rs 690 million to M/s SIS Live and Rs 650 to Zoom) is based on wrong premise and facts as it is based on an income tax survey in the middle of the year. .

    The Committee took note of the statement by the Ministry that the tender of SIS Live of Rs 2.46 billion was accepted as it was found by the Financial Evaluation Committee of Prasar Bharati to be around 17 per cent lower than the estimate of Rs 2.54 billion (after taking the impact of foreign exchange variations into account) that was approved by the Cabinet Committee for Economic Affairs ?for similar components/activities?.

    In its reply, the Ministry said Prasar Bharati had on 3 July 2007 initially forwarded an estimate of Rs 5.57 billion. However, on the basis of Request for Information (RFI), the estimates were brought down to Rs 4.45 billion in the EFC proposal. Finally, the Cost Estimate Committee on 16 May 2008 confirmed the cost estimates of Rs 3.66 billion.

    Taking note of this ?mismatch? and the fact that the case was still under investigation by the Central Bureau of Investigation, the Committee said detailed information should be placed before it as soon as the findings are made available to the Ministry.

    In its reply, the Ministry admitted that the suspension of then Prasar Bharati CEO BS Lalli was not linked to the Games imbroglio, and gave details of the case registered.

    Reiterating its transparency, the Ministry said eight Expressions of Interest applications had been received by the public broadcaster which ultimately forwarded five for issuance of RFP documents. Only two bids were received by the closing date and that of SIS Live was approved. It further said that the Ministry had on two occasions informed the Central Vigilance Commission its reasons for selecting this broadcaster.

    The Committee has also taken note of the reply of the Ministry that new amendments are being brought in to improve the relationship between the CEO of the pubcaster and the Government and improve functioning, and expressed the hope that it would be informed about the discussions with the Law Ministry and fate of the amendments in the Cabinet.

    Parliamentary Committee observes about loss dilemma between Govt. and pubcaster

    In its report last year, the Parliamentary Committee had said it was ?deeply concerned about the controversy?. It is clear that the Information and Broadcasting Ministry seems to be in dilemma about the actual loss on account of broadcasting rights.

    What is more, the Committee had noted that neither the I&B Ministry nor Prasar Bharati were aware that SIS Live, United Kingdom, had outsourced the coverage and production to Zoom Communications and this fact came to their notice at ?a later stage?. The Committee was also "surprised to note the opinion given by the Law Ministry that the sub-contract was not in violation of the clause which existed between Prasar Bharati and SIS Live".

    The report had said "the fact remains that the contract which SIS Live got from Prasar Bharati for Rs 2.46 billion was outsourced by the entity to Zoom Communications for Rs.1.77 billion. The High Level Committee constituted by the Government under V K Shunglu has estimated the work below Rs one billion."

    Prasar Bharati realised gross revenue of Rs 604.8 million through commercial advertisements during the Games held from 3 to 14 October 2010.

  • Prasar Bharati member seeks protection against victimization by board

    NEW DELHI: AK Jain, the beleaguered Member (Finance) in the Prasar Bharati Board, has sought protection against his victimisation by the Board for pointing out irregularities in the functioning of the pubcaster.

    Jain made this plea when he had been summoned to tender evidence in the inquiry being conducted by the Supreme Court into the functioning of former CEO BS Lalli.

    The inquiry is being conducted in the Registry of the apex court which has already heard evidence of Member (Personnel) and is currently hearing the evidence being tendered by some personnel dealing with Sports. It is learnt that Jain placed documents on record to show financial and administrative irregularities on various issues.

    The five allegations established by Central Vigilance Commission relate to contracts for management of advertisement revenue arising from the telecast of cricket matches on Doordarshan during 2007; the non-telecast by Doordarshan of T-20 cricket World Cup matches held in South Africa in September 2007; engagement of legal entities to represent Prasar Bharati; purchase of Radio Broadcasting Rights for 13 cricket series held during 2007-09; and hiring of transport and accommodation for the conduct of the Commonwealth Youth Games in Pune in 2008.

    Lalli had been suspended on 22 December 2010 following a detailed inquiry by a Supreme Court judge into financial irregularities by him.

    President Pratibha Devisingh Patil gave her approval on 21 December 2010 to a reference in this regard sent by the Information and Broadcasting Ministry through the Prime Minister?s office. The President had earlier the same month accepted a reference from the Prime Minister for an inquiry against Lalli, and directed that a Supreme Court judge be appointed for this purpose.

    Lalli, who became CEO in December 2006, is a 1971 batch officer of the Indian Administrative Service from Uttar Pradesh. He had succeeded KS Sarma, who had completed his term in June 2006.

  • Hunt for new Prasar Bharati CEO begins as Lalli's term ends

    NEW DELHI: With the official term of suspended Prasar Bharati chief executive officer BS Lalli having come to an end, the three-member selection panel is expected to meet this week to select his successor for the next five years.

    Under the Prasar Bharati (Broadcasting Corporation of India) Act 1990, a committee headed by the Vice President, with the Chairman of the Press Council and a nominee of the President as members, has the powers to appoint the Prasar Bharati chairman or CEO.

    Although no names have been disclosed, Prasar Bharati sources told indiantelevision.com that Jawahar Sircar, secretary in the culture ministry, presently heads the list of aspirants.

    During the recent discussion on the Prasar Bharati (Amendment) Bill in Parliament, Information and Broadcasting Minister Ambika Soni had said that delay had been because the committee had not met, but officials said that Lalli had been suspended and not removed, and therefore a full time CEO could not be appointed as he was still on the rolls.

    Lalli was due to retire on 28 December with his five-year tenure getting over. He was suspended after the Shunglu Committee report indicted him for irregularities in the broadcast contract of the Commonwealth Games. A CBI probe was also launched into the matter.

    I&B Additional Secretary Rajiv Takru had been functioning as acting CEO since January last year.

    Sources said seeking the Presidential reference to the Supreme Court for removal of Lalli would have taken a long time and therefore it had been considered wiser to wait till his term got over.

    The Ministry has already confirmed that it is in favour of changing the appointment and removal procedure of the CEO and to curtail his powers.

    Meanwhile, it is learnt that while permission was needed for the Central Bureau of Investigation to proceed against Lalli, no such permission is needed for any CBI action against former Doordarshan Director General Aruna Sharma since she is no longer in service with the Union Government has she has been reverted to her home cadre.

    NEW DELHI: The Parliament was informed today that a case has been registered against the former chief executive officer of Prasar Bharati BS Lalli and a private individual in the case of award of contract by Prasar Bharati to a private company for telecast of the Commonwealth Games last year.

    Sports Minister Ajay Maken said today that the case was filed on the basis of the reports filed by the High Level Committee on the Commonwealth Games headed by VK Shunglu.

    The Minister also stated that a new Group of Ministers (GoM) has been constituted to examine the replies/comments of the various Ministries/Departments/Government and other executing agencies furnished by them on the observations/ recommendations of the High Level Committee.

    A GoM has considered the observations made by the Committee regarding the relationship between the Government and Prasar Bharati and the former CEO and the Prasar Bharati Board.

    The Information and Broadcasting Ministry has already done a comprehensive review of the provisions of the Prasar Bharati Act and has recommended certain amendments to the Act.
