MUMBAI: Multi-system operators (MSOs) have initiated discussions to stand united in blacklisting broadcasters who default in carriage fee payments.

The idea is to function much like the Indian Broadcasting Foundation (IBF) does when it takes up issues against defaulting advertisers, the chief executive officer of a leading MSO said.

Facing an economic slowdown, several broadcasters have not honoured their carriage fee agreements with the cable TV operators. Most of them are also in the process of scaling down their distribution costs which are beginning to hurt the profitability of TV channels.

UTV recently announced it would trim investments by Rs 2 billion in its broadcasting business in the areas of carriage fees, capex and total overheads.

The MSO Alliance, which met in Delhi on Monday, also intends to take up issues like pushing for digitalisation and lobbying for clearance on several recommendations that the sector regulator Trai (Telecom Regulatory Authority of India) had put forward before the information and broadcasting ministry.

"The cable sector is going through several changes with the entry of new MSOs and digitalisation. We need to stand united to face the challenges of this new environment," said the executive.
